ROTARY INTERNATIONAL
Founded on the 23rd of February 1905 by a group of businessman led by Paul Harris, Rotary is a World wide organization of business and professional persons that provide Humanitarian services, encourage high ethical standards in vocations, and help build Goodwill and peace in the world. Approximately 1.2 million Rotarians belong to more than 31,000 clubs located 166 countries.

THE ROTARY CLUB OF BANJUL
Although it received its formal charter from Rotary International in 1978, the club had been in existence since 1974. Since its inception to date, the club as come a long way in improving the quality of life of many Gambians through community–based projects, the most ambitious being the well-digging and sanitation project that provided 50 villages throughout The Gambia with concrete-lined, covered, hand pump wells and sanitary latrines. The project cost US$ 600,000.00.

The club has in place a scholarship program to benefit secondary school students who otherwise may not have an education at this level. The club has rendered services in the medical field through the provision of medicines and medical equipment to Royal Victoria Teaching Hospital and Bansang hospital and supported the Polio immunisation campaign of the Department of state for Health.

THE PROJECT
To commemorate the centennial of Rotary in 2005, all Rotary Clubs have been charged by Rotary International, to undertake a project to “Celebrate Rotary”. The Rotary Club of Banjul, in response to this call, has elected to erect and fully equip a laboratories complex for the teaching of science and technology.

The Secondary Schools Science Laboratories Project has been conceived with the main goal of providing a conducive environment for the pursuit of scientific knowledge by secondary school students in The Gambia. This goal will translate into the following objectives:

To enhance the capacity of secondary schools in the greater Banjul Area to provide quality science education to students;
To address a major deficiency in the availability of science laboratory facilities in Gambian secondary schools;
To support the National Education Policy in promoting and developing computer and scientific education in schools;
To provide a conducive environment for the increasing number of secondary school students to pursue science and technology education for a realisation of the goals of vision 2020, The Gambia’s development blueprint.


JUSTIFICATION
The Gambia’s new senior secondary education programme focuses on the teaching of science and technology with the aim of producing scientifically and technologically minded citizens that would direct the country’s development in that direction. Government’s Vision 2020 places strong emphasis on the enhancement of scientific and technological competencies.

Unfortunately, the majority of senior secondary schools in the country do not have well-equipped or functional science and technology laboratories. Consequently, students who are interested in studying science and have the capacity to pursue this field of study at secondary school level and beyond, are seriously handicapped and disadvantaged by not having access to laboratories to gain the required practical knowledge and exposure to scientific methods and processes.

As practical lessons are an integral part of the science and technology curricula of senior secondary school, all schools are expected to have laboratories that students can use to gain better understanding of these subjects. However, the majority of secondary schools do not have such facilities. As a consequence, the majority of students shy away from the sciences, and the few that pursue science and technology education perform dismally in the West African secondary school Certificate Examinations (WASCCE) taken at the end of their secondary school course, year-in and year-out. The inadequacy of science and technology laboratories in The Gambia has impacted negatively on the quality and standard of science and technology education in the Gambia secondary schools, generally.

In recognition of the lack of such facilities and the urgent need for them in the majority of secondary schools in the country, especially in the Greater Banjul Area where the greater proportion of senior secondary schools are located, and cognisant of the importance of promoting science and technology education in The Gambia, the Rotary Club of Banjul has taken the initiative to fill this void by constructing and equipping a centrally-located, easily-accessible, science and technology complex that can be used by senior secondary schools lacking science laboratories. This endeavour by the club both complements and supplements the national effort to provide qualitative scientific and technological education to Gambia students, and will fulfill Rotary International’s call to Rotary clubs worldwide to initiate a project to commemorate one hundred years of serving humanity. It is envisaged that the facility will be completed for commissioning on February 23rd, 2005, which will be one hundred years from the day Rotary came into being.

Such a facility, the first in the country, will serve present and future generations of Gambian secondary school science students, and enhance the development of knowledge and skills in the sciences. The project has the endorsement of both Rotary International and District 9100 to which Rotary Club of Banjul belongs.

STAKEHOLDERS SUPPORT
The science laboratory project has the support of all stakeholders in the project. Extensive consultations were carried out by the committee in charge of the project. The Department of State for Education has given its full support for the project and would be involved in the implementation and management of the laboratory when it is completed.

There is full support of the project from both science teachers and the conference of principals. The conference of principals of Senior Secondary Schools, an umbrella organisation of all senior secondary schools serving as a pressure group for mobilizing resources and promoting secondary education in the country.

The Government of the Gambia, through the Department of State for local Government and lands, has already allocated land for the implementation of the project at Kanifing where six senior secondary schools are located, which is an ample demonstration of its support for the project.

Since the laboratory will be centrally located, there will be a need to transport students to and from their various schools. The Gambia Public Transport Corporation (GPTC) has expressed its willingness to provide such bus services for the schools as an addition to its school bus services operations.

The president of the republic of The Gambia who is also the chief patron of the Rotary Club of Banjul has demonstrated his fullest support for the project by personally donating a million dalasis towards it, through the Jammeh Foundation for peace and Development. He has expressed the hope of inaugurating the building in February 2005, as part of the activities to mark the country’s 40th Independence Anniversary.

OPERATIONS AND MANAGEMENT
A Board of Governors comprising of representatives from the Conference of Senior Secondary school Principals, the Department of State for Education, Civil Society, Rotary Club of Banjul and Gambia Public Transport Corporation will be responsible for all policy and operational decisions of the science laboratory including decisions on costs, fees to be charged to students to ensure sustainability and maintenance of the laboratory facilities.

The board will appoint a manager for the laboratory who will be in charge of the day to day running of the facility.

PROJECT COST
The project is estimate to cost about D7.2million. The construction of the facility requires D4.5million whilst furnishing and equipping it calls for D2.7million.

REQUIRED ASSISTANCE
The funding gap is D6.2million. The Rotary Club of Banjul is, therefore, seeking both financial and material assistance from development partners, bilateral donors and philanthropists to enable it fulfil this venture. The National UNESCO Offices in Banjul and Dakar have already pledged their support and assistance, and work is in progress to get the UNESCO Office in Freetown associated with this project.
